I don't remember the name, but I think there is a mod on the forums that does this. Maybe not exactly to your layout, but certainly in the ballpark. Not sure if it ever got updated to 1.0 or who made it. I'll see if I can find it...

Maybe you mean "Dubs Mint Menus" .  It's conform to my needs in another way.

That's not a problem with the mod. Change your key bindings.
