Non-plant cutter can cut trees if told to build something on top of a tree

I'm not sure if I should call it a bug or a logical inconsistency.

I have a colonist who cannot cut plants, but who can do construction. By placing a building on a tree, I can have him cut down the tree to make room for the building.

Pawns sometimes do tasks they normally can't if they really need to. Not sure it's a bug.

Yeah, seems similiar to how a hunter who can't haul a corpse will take killed animals to a dead animal stockpile

It's not a bug, the alternative would be too confusing and infuriating.
