Basically, how about a 1x1-3x3 structure that you can order a drafted colonist into that boosts their range and accuracy while offering 80% cover to only the person inside of the structure(as opposed to someone standing on the outside)? Maybe if it gets destroyed, treat it as a roof collapse, injuring and probably killing the colonist inside.

That would be too strong, as you can use a colonist with bad shooting skill to repair while people keep shooting at the guard tower, constantly repairing, without ever losing a colonist, 80% cover while it even increases their range? put 10 sniper rifle guys, and whole enemy raid is dead before they even reach you?

This is just not practical and would need heavy balancing, which is why i am against it.

The range increase could be small; basically, it's supposed to simulate the fact that you have the height advantage.

Maybe instead reduce enemy cover? Because hiding behind a sandbag or chunk of rock isn't nearly as effective at that kind of angle.

Also, if you have 10 colonists, then odds are you're going to get hit by a MASSIVE wave of tribals.
