No effect from clothing quality anymore?

I don't know if this is a bug or not:

      Synthread T-shirt (normal 95%): -3.8C
      Synthread pants  (normal 95%): -3.8C
      Synthread jacket (normal 98%): -18.8C
--->Cloth tuque (awful): -10.0C

Shouldn't an awful tuque provide less insulation than a regular one?
If you give an annoying colonist a parka before banishing him to the ice sheet you'll only get a -3 penalty instead of -5.

And don't forget that the pirates chasing a refugee are often better recruits than the refugee is.

Yeah, I've noticed this too

Must be a glitch or something, as it's fine for heat. My first A16 colony also had a dead man's Superior Cloth Parka which still only insulated 40C when a Superior Cloth Parka should insulate from 44C.

Dusters on the other hand work properly, and protection factors are also OK; it's just the cold insulation that's broken.

Well that's exactly my question -- is this actually broken, or did Tynan decide that quality should no longer affect insulation?  I don't know if this change is intentional or not.

Heat insulation works perfectly fine for dusters and cowboy hats (e.g. Awful Cloth still insulates 10.5°C heat), but cold still stays at 15°C regardless of Awful or Legendary quality.

I think it's safe to say that it's broken for now
