Small Passion System Rework

Skills deplete to level 10 if not constantly trained right now. I suggest using the passion system to reduce the amount of levels depleted.

0 Passion = current depletion style
1 Passion = deplete until level 15
2 Passion = no depletion

This won't be added, it would spoil the gameplay. We basically train certain skills for high levels if the pawn has a passion to them and this feature won't be removed since devs had purpose for it.
