Wind Turbine being blocked incorrectly.

Version 0.18.1722

In the attached screenshot, I have 3 wind turbines. 

The top left one says it's blocked by wooden wall.  There is no wall in front or behind it, only to the left.  Even when I moved it away from the left side wall, I still got the same message.   I tried about 5 locations in that area and am still getting it.

The southmost wind turbine is also telling me is blocked by another wind turbine.  The footprint for each wind turbine does not overlap but somehow it's still blocking. 

I have linked a save game that allows this to be reproduced.

EDIT: I just realized this might be because of the miniturisation mod, and reinstalling the Wind turbine to a new location.  It may be somehow remembering the structures that were around its original location.

Moving windmills definitely causes this.
