[1.3.3058] Stuck bestowing quest, no bestower arrived

Quest going from freeholder->acolyte

Bestower party shuttle arrived, however it did not appear that the bestower arrived with the rest of the party.  The rest of the party just walked straight off the map.  The quest is now stuck, no failure or timer.  No violence happened and I did not lose relations with the empire faction.  15+ days later and nothing is happening now.  I have enough honor for the next level ceremony now and it hasn't been triggered.

I tried to attach a save but the forum wouldn't let me post with it attached.

I'll definitely need a save to troubleshoot this one.

You need to upload a save to a file server like google drive or dropbox, and zip it up most likely.

Got this one as well. Quest accept but bestower shuttle never come
