Can factions change their relationships?

Factions really need a overhaul.
It's the most jarringly alpha part of the game.

I think it's possible for faction relationships to change...but only for the worse, as they inflict stray bullets upon each other when getting into fights on your land. They will never improve, only get worse if this happens.
