If you already have a Steam key and want a higher tier, you need to email ludeon (above) and ask if that's still possible.

If you haven't emailed Support yet, you don't need to.  The official word is that upgrades aren't offered anymore due to the administrative overhead they involve.  You can still purchase a higher tier, but there's no discount if you already own the game.
