I have noticed that, in a hydroponics lab, cottons growth stage texture will not get past the second stage unless a colonist harvests a cotton plant. It can be any cotton plant in the whole colony but until that colonist harvests at least one cotton plant, none of the cottons plants in the colony will update to the full grown texture. Also I have only noticed this with hydroponics, further testing will be needed to check with normal farming.
