Person Spawning Bugged

No people have been able to spawn. From bought slaves, crash survivors, to raiders no one seems to spawn in. The world is about 2-3 days old IRL and a year in-game. Person spawning was fine earlier in the game but I have not had a raid in like 6-ish months and it says "a cargo pod has crashed" I jump to location and nothing is there. With slave traders there is just a drop pod object at my beacon. In the log is says something to the degree of [Character] is out of region. and with developer mode I can't seem to initiate a raid.

Are you running any mods?
