Can you create bionic parts in the vanilla game?

I remember seeing a mod as I perused but I forgot if it added or expanded making them.

if you want bionics at all, you are better off using the many mods that make them craftable as you will only see maybe 2-3 bionics in a 4 year game after which there is no  point in playing at all

Happened to be raided by 3 of 5 guys with bionics. Not using harvesting mod. Cremated with tears.

I play with the Expanded Prosthetics and Organ Engineering mod (https://ludeon.com/forums/index.php?topic=10571.0), highly recommended. It adds a number of new prosthetics complete with research and tables. Quite a lot of content that requires extensive resource acquisition to get the advanced stuff, and meshes with the vanilla game quite nicely.
