Don't know if is a bug or not but is the game disignet so you can't force  them to seed the farm  notice you can always force them to heaviest but never to plant the seeds or work on the field when you place the field and chose what to plant you have to set one person to priority level 1 before begin to seed the farm  because you can not order them to do that like you can do with unbuilt things

Thank you for reporting.  That's working as designed, not a bug.  Use manual priorities (as you said) to make sure that all jobs are completed as they should be.
