Custom Scenario causes failure of world generation

The game hangs and then crashes at the "Generating World" stage of starting a new game.
At first I though it was a mods issue, I cleared them ALL, wiped the appdata folder and eventually reinstalled the game.
Its nothing to do with the mods, issue appears in unmodded fresh install when loading a custom scenario I had made using the in game editor, issue only occurs with this scenario the 3 default ones are fine.
I'll try and make another custom and see if it happens with ALL custom scenarios

Seems to be an occasional or rare game bug, but it's a duplicate thread.
