Fertilizer Pump not working

Hello, I can't seem to get the fertilizer pump to work. Had one standing for 10 days with power on (restarted the game after I built it) but it did not work. Is it a bug?

I couldn't find a spot on the mods sub-forums, and I saw someone write that it was implemented in the core game, so I posted here.
