[A16] Sea Ice bordering Ocean still generates Sand

Pretty self-explanatory in the title

Steps to reproduce:
1) Generate any world warm enough to support sea ice
2) Spawn on sea ice biome adjacent to an ocean biome
3) Observe the sand between the solid ice and the ocean

Fix is probably a minor tweak to terrain generation algorithm where sand shouldn't be listed to generate where ocean and 'land' border on sea ice

Indeed, if the "sea ice" is anything like the Antarctic, the sand in the picture should be replaced with an ice shelf dropping off directly into the ocean.

This assumes the "sea ice" biome is, in fact, just a giant floating ice sheet with no land beneath it.

Frozen biomes with "land" below them should still have sand, though that depends on the level of precipitation.
High precipitation areas would still end up with ice shelves since the "beaches" would be covered with snow and ice over time.
(Not in-game time. We're talking between the terraforming "seed" ships arriving, and actually landing on the Rim World. So, let's say 800 years give or take.)

On the other hand, low-precipitation areas, or areas where the temperature does rise above freezing (though not necessarily that far above freezing) for an extended period, (several game months,) should end up having sand-based beaches.
(Again, non-ice-sheet frozen areas.)
