Set ownership of certain items, perhaps limited to apparel and weapons. So if you wanted your favourite colonist to always get to wear his Superb 100% Kevlar Helmet or Legendary Iguana Cowboy hat, and not have someone else take it during the automatic colonists' clothing change transitions, then one could do so. Other colonists could haul, but would be forbidden from equipping, these items.

Could also take it further and link it in with the equipment rack, or similar wardrobe/cupboard furniture item, so there are places where these items could be specified to be stored.

Maybe it could be a "Locker" and a locker could be assigned to a colonist to store their stuff (or left unassigned for general use). The locker would hide the ugliness of the things contained within it and so could be used in colonists' bedrooms. It would also be not immediately open-able to escaped prisoners or suchlike, but perhaps they could break into one after a duration of trying.

I have recently been thinking about this as well, so that the pawn can change owned clothing based on weather, or decide on their own what their favorite weapon is, etc.

I think owned items be stored in the pawn's bedroom, or in the case of a barracks, on or next to their bed/sleeping spot. Although the equipment rack would work as well, with the pawn taking ownership of the entire rack itself.

I was just thinking about this while I was out. Currently shelving has no function now that we have the ability to place roofing over any tile that can support a roof, which is what the old shelves were for. Shelves also are only just as efficient at item storage as throwing stuff on the ground.

What if shelves were replaced with Lockers, a 2x1 tile furniture item that could store a weapon and two [or more, if modded, for mods that support extra clothing types] pieces of armor? Each of these could be assigned to a specific pawn, and when that pawn is recruited they would [if they had a locker assigned to them] first path to the locker and equip themselves. Maybe the quality of the locker would decrease the time it takes to equip their gear? This could make a unique Armory room too, though I wouldn't give pawns a mood bonus for having a nice armory... maybe they could feel nervous and get a penalty if the colony is too big and the armory isn't sufficiently stocked?

Alternatively, if placed in a pawn's bedroom, it could be used to store alternate civilian equipment such as hats, jackets, and other items. This allows an option to store gear in bedrooms without making too much clutter.
