When I download ANY mod, its just says downloading...  the whole time.
No matter how long I wait, it still does not download.
I do not know why this is happening, maybe its my internet connection, though it says it is at full bars. Can anyone help me with this?

Have you read the advice in the following thread about this issue https://ludeon.com/forums/index.php?topic=29440.0

Also, please don't create multiple threads for the same issue. If you are not sure where a thread belongs then use your best judgement, and if there's a more appropriate place for it a moderator will move it there (I have deleted the other identical thread you made).

Yes I have checked that, but uh... they won't download. I think my problem is that i uninstalled my game with mods installed. Then I reinstalled my game and there were just 5 downloading... signs on the mods menu. I do not know why this is happening but I do know that I can't have mods.

I would suggest performing a clean reinstall if you think how you uninstalled the game is at fault. A clean reinstall solves a wide variety of problems, and at worst it won't do any harm. Details on how to do this can be found in the OP of the following thread: https://ludeon.com/forums/index.php?topic=4805.0

If that doesn't solve your problem then I'm afraid you might just have to wait for Steam to fix things*. As there have been no changes to RimWorld since A17b was released, so if something's started bugging-out then that's on Steam. Plus Steam was at fault the last time this "mods constantly downloading" issue was getting reported: https://ludeon.com/forums/index.php?topic=29229.msg301500#msg301500 , and at some point the reports simply stopped appearing (presumably when Steam fixed whatever they broke).

* Or you can see if the mods you want to use can be downloaded outside of the Steam Workshop. Such as from these forums. Then install them following the instructions in that thread I originally linked.

Have you tried verifying game integrity? That helped me.

Steam -> Library -> Right-click on Rimworld -> Properties -> Local Files ->
-> Verify Integrity of Game Files...
