Does Randy have lower colonist cap now?

Seems like it's hard to get pass 11 colonists, if I get one another dies very soon. Feels much like Cassandra behavior. Has Randy lowered colonist cap for 1.1 or am I having just bad luck?

randy had not colonist cap on pre 1.1. and it's hard to reduce something that not existed in first place.

Well there were no hard caps, but Randy used to have a soft critical cap at 50 colonists. Beyond that point Randy would be rally hard on the colony. Cassandra had similar, but already at 10-12. I remember facing these caps, reading about them, also you can still find mods to expand or remove these caps.

Might be that Randy doesn't have a cap now, spent a while reading .xml files and didn't find anything, so which would mean I'm just having some unusually bad luck.
