Bug in the main menu, not sure if its by vanilla or mods

HI,

i have this bug. I dont know what else i can do, i tried to reinstall it, verify it and this always keeps poping up. I cannot exit this menu nor do anything at this point. Only thing i can do is to shut off the program and thats it.
