1.3.3117 Cannot start yearly skylantern festival

[Reyquiem]

My colony's ideoligion has a skylantern ritual ("Harmony Festival") that is supposed to occur yearly. However, I have never been able to activate it. I get a message a few days prior saying that I can activate it soon, which I expected. Before the festival date, I can't click on the button to begin the ritual, and it says that I have to wait X amount of days/hours. But as soon as the clock ticks over past midnight, the button remains inactive and just says I have to wait 59 days to try again. I think there's an issue with the timing of the ritual but I can't figure out where the issue lies. I don't believe it's caused by any of the mods I have installed, but because I do have mods installed I have to post here.
