Rituals are considered bad at 100% quality. I meet with this error (or features?) not for the first time, at values close to 100%, colonists receive mood debuffs. At the time of sending the log, this error is the last event that occurred in the game. I play with mods, only 1 of them affects Ideology (translator into my language). Also, there is a bug when rituals added after reforming the ideology do not appear, restarting the game helps. Thank you in advance!

Thanks for the bug report.  Unfortunately since this is a modded save it is difficult for me to determine the source of this issue.  I will move your post to the correct sub forum.
