Ideology Dependent Gift Opinion

Just finding it weird that you can send human meat or organs to a pacifist faction and improve their opinion of you based on the value of the goods. Would be more balanced to have a small base opinion gain for most items and have the rest depend on the ideology of the trading faction. For example, you gain extra opinion with cannibal faction when gifting human meat and negative opinion or impossible to gift human meat to non-cannibals faction.
