The raiding respected/required precept says that you will get development points from: raiding work sites, raiding bandit camps, raiding a town. You do not get development points from any of these things:

I've tested the work site with both raiding precept variants and the bandit camp and town with the "required" version. I did not change anything else after fluid creation with the raider meme. None of them seem to grant any points.
