Children under 3 cause bigotry mood debuffs in other colonists

Colony has intense bigotry, all the same religion. Child was born, I noticed the moodlet penalty for bigotry. I double checked once I got rid of all prisoners, still there. It appears that having a child counts against bigotry penalty even thought they can't get an ideology yet.
