No enemies/pawns spawning,cant spawn raids with devtool?

All worked fine until i assaulted an enemy outpost and there were no enemies to be found.Settlement destroyed immediately,no human enemies spawned.Happened with every other settlement.Apparently humans just wont spawn anymore,i tried calling a raid on my base and the game refuses to spawn them.Tried moving load order,changing mods no luck even with vanilla game.Created a new game,still (NO) message in devtool but i could still spawn raids in.Older (really old,not worth replaying) saves do still work and spawn enemies.I was hoping to solve the issue so that it doesnt ruin my playthrough.Game is on Randy / Strive to survive.Please help me,i am going insane trying to fix this.Error message and modlist below.
