Not getting any raids or quests

Fixed after todays update

Unfortunately I can't offer any help, but I am having the exact same problem:

In addition to what you did:
Disabling all mods (I only had Harmony and a Windows mod)
Waiting for long periods of time (20+ days)
Creating a new save (no issues when I do this)
Spawning a raid using devtools (i am able to do this)
Changing the storyteller settings

I also tried checking the save game file.  There were no entries under <incidentQueue>
