Enemy bases spawn with no pawns, raids tend to spawn with 0 pawns or not spawn

As the title says, when I attack a base, a lot of the time, the enemy pawns do not spawn and I win automatically. (which I do not want)

I am desperate to fix this issue, no one on discord or reddit is responding.
