is there a way to go for a mountain base without a river running through the mountain. want to have a river in the area but every time i pick a spot that have mountain and river, the river alway seem to run through the mountain

You're on the right track.  Just keep trying different mountainous regions until you find one you like.  I don't think you can do anything else, honestly.

Maybe try out the mod Map Reroll, at last you don't need to recreate all these things before.
