Faction land base

Will it ever be possible to build on the same tile as an AI faction base?

Seems like things are in place for it, but also what is the reason we can't actually visit a friendly base unless it's an attack?

Why do you want interaction at the friendly base ?
Do you want mine their ore, harvest their crops, eat their meals ?
Most of this shouldn't be possible since they can't do the same at your base.
And since AI faction don't got an economy it would be pointless to damage them at this way.
