I notice that the problems start occurring about 30min.-1hr. into a session and are most noticeable when auto saving, manual saving, and when the AI is trying to pick an event.
As for the prisoner thing, i had the same problem before too. my fix was to make sure there isnt anything obstructing the outside of the prison so the warden can walk a certain distance away from the door.

I can confirm this is a thing. i have a modded and un-modded game in year three and four and there is serious lag spikes and crashes.
