had to arrest downed colonist now she is a prisoner!

I was raided and one of my characters was downed that was non violent so she couldn't attack i tried to rescue my colonists but it ended up only give me the option to arrest so i arrested her so now i have to recruit her again. not sure if there is a hidden mechanic to that or if the game confused her for a enemy downed.

I think you need to have an undrafted colonist rescue, and while drafted the option wouldn't appear.
Some sort of psychic wave has swept over the landscape. Your colonists are okay, but...
It seems many of the scythers in the area have been driven insane.

Cimanyd was right, that's most likely why the option to rescue did not appear.

I believe that you can safely release the colonist from prison and have him/her still be in the colony without recruiting them again.

In the Prisoner options you have an option to "Release". If a prisoner was your colonist before capture he/she should return to normal duties after being released.

And your inability to rescue might have something to do with having or not having unoccupied beds to put rescued colonist.
