Sure it can.  Your body produces heat, and the clothes are designed to be thermal insulators, which means they retain the heat and therefore are hotter inside than out. Gear temperature wont be 95 or 65 or ever 61, no matter what, it wont get more heat then air can "share", this is first law if thermodynamics.
But the problem with your reasoning is that you don't take into account that the body itself produces fast amounts of heat itself and you WILL overheat if you can't get rid of the internal temperature. So if you wear good insulating clothing it will hinder the exchange FROM your body to the outside (as it is intended), which is good in cold weather but it's a rather bad thing if it is already hot outside (cold outside = you will still cool out a bit, hot outside = no cooling, result is overheating).

EVERYONE who did wear winter/good insulating clothing for a longer amount of time will tell you that they get pretty hot after some time, no matter how cold it is outside

I will test this theory personally in eight months time. I will wear a snowsuit in the hot Texas summer and laugh at all the people who have never thought of this before.

Yeah, I don't think you guys need to question the realism of the snow/warmth system. I'm entering my 28th deep, dark, snowy winter, so this isn't something that I'm lacking in experience or reference material for. In fact, it's far too familiar at this point. There's ice on the street outside right now. I know I can get this right.

Think I'll be okay with it as long as winter bases aren't like they are in Starbound with torches or nanoforges every 10 steps so as not to freeze to death in a home base. Surely a roaring fire has more impact than that. Unless the north of the Rimworld is basically Hoth and there's no warming up to be had.

So, warmth radiates from a heat source and equalizes between tiles and regions and rooms (through doors)? Does it mean that in winter it'll probably leak out and in summer it'll probably seep in?
Also, can you 'trap heat'? So with, say, insulated doors, a single heat source can heat up an entire room (by way of radiation and equalization) as long as it doesn't leak too much out the door?

It's based on heating up spaces room by room, and yes it leaks through doors, faster when open. It also constantly equalizes every room at a slow rate with the outdoor temperature.
