A possible idea for Fog of War and surveillance would be to have two categories of "monitors":  A low-tech, low-maintenance option like a motion sensor that's more-or-less immediately available, but only shows you periodic radar-like "blips" without revealing exactly what they are (thus requiring you to send someone to investigate), and a higher-tech, expensive option like a full camera / sensor array that immediately reveals anything that wanders into range but requires a connection to the power grid to operate.

and if you recruit somebody if they know the traits of others in the prison they would reveal it

This would also make pawns with good sight a valuable contribution throughout the game - scouters, sniper spotters, etc.
