[mod request] Installing Floors Prevents Infestation on those tiles

I want a mod where installed floors prevent infestations on those tiles.  Or at least certain floors.  maybe wood or flagstone do not prevent it.
I was looking to see if I could do it strictly in xml, but it looks like I would have to do a dll.
