So, me and my brother were talking about some kind of multiplayer RimWorld and how the normal sense of multiplayer (more than one colony run by different people) might not even be all that fun. We had the though of maybe one player being the storyteller instead of an AI, so that they could say "Send raid here equipped with such and such
" or send supplies, blight, etc.

Anyone think this would be possible?

I dont think that it would be easy, but there is nothing about it that sound impossible.
In fact I have something similar on my big list of things that I would like to look into doing eventually. (obviously no promises that it will ever happen)

I don't think RimWorld is well suited for multiplayer, be it two colonies or one plays as storyteller. Two colonies would not work because it clashes hard with speed progression and the game becomes boring if your colonist sleep all night while the other one plays at 1x speed due to a raid. The same is true for the storyteller, though the issue is what happens between raids. Just think about what the storyteller is doing. It's like turning on a heatwave event, then some days later turning it off again. A raid might happen, but then raiders might not show up for a week. Between those events the storyteller player would have nothing to do and it will quickly become boring.

Basicly you just need a mod that can remotly do storyteller things and disable the regular storyteller.
Then you can use tools like teamview to let the other watch your game without mousecontrol and he can exceute things.
