Since at least A17, in my mega base builds with usually a singular corridor attached to several other rooms, to provide for tables everywhere with a positive buff, has been defined as "outdoors".

It'll say the "room" is outdoors when hovering furniture, but that it is "indoors" while hovering my mouse over the region.
Here is my full base/plan for reference.

AFAIK there is no "counter" object in the vanilla game, so moving this to mod bugs.

If you can provide a vanilla save file where this issue is occurring then it can be moved back to bugs. Details on where to find, and how to post your save file can be found in the pinned "How to Report a Bug" thread at the top of the bugs forum.

If this issue only occurs with the "counter" furniture in your diagram then the problem is likely with whatever mod adds this object. If it's happening with all furniture then please read the pinned "How to Report a Mod Bug" thread and provide the information requested.

And as I said if you can reproduce this in a vanilla game then it can be posted in bugs for the developers to look at. (but it has to be confirmed as a vanilla bug first, and not a bug caused by a mod(s)).

I notice you mined even toward the mapborder.
This mean you opened this mined hallways to outdoor even when it is logical unter the mountain.
You need to seal these way to the mapborder to have these hallways to be indoor.

It isn't mined to the edge, those are only plans, and it's a few tiles off from the building edge.
