u can never play to much fallout and how have u played to much of u have power armor i got it my first day i just went wandering around and found some in the midel of no wher and ive skiped the campain this is the easeyast game to get it

This is combat armor, not power armor :) I'm pretty sure it's either crafted or found, or possibly a reward, but it's really good non-powered armor and apparently very rare :)

At higher levels you take it off of dead gunners. 

Ive got about 10 suits of powered armor at sanctuary just from finding them in random spots.  I currently have a full suit of X-01 fully modded and with a jetpack as my primary. 

The reason power armor is so easy to get is because console players generally want the 'new thing' as soon as possible.  You see this in every cross platform game.  In X-Com Enemy within you got the mech suits and gene mods super early.  Dedicated PC games generally make the players earn the cool stuff much later in the game.
