[1.1] Colonist with low recreation not seeking recreation despite being assigned

I was playing with some mods when I rescued Navarro, and he joined the colony. I noticed that he did not do recreation, despite him being recreation-starved. I assigned him to do recreation, but he kept on doing research. I made him eat some insect jelly, which gave him some recreation, but when it dropped down again he still didn't seek recreation. His allowed area seems to be fine, and I have various types of rec near him.
I quit the game, removed all my mods, and Navarro was still having the same problem.
The attached game state should be the state where I tried playing with no mods.
