[1.2.2753][Royalty] Dukes spawn with inappropriate apparel

I received a quest "Hospitality for Royals" with a Duke as the royal. Upon accepting the quest the Duke spawned with a plasteel crown, and a negative moodlet about "Wants Duke Specific Apparel" that when hovered over indicates he needs "Stellic Crown". After spawning in a Stellic Crown using debug mode, I found that I couldn't order him to wear the appropriate apparel.

Btw. noble's still refuse to equip noble equipment by their own.

We have the equipping noble equipment down in the bugtracker, Canute, thanks.

The spawning issue is a bug, it states they need a stellic crown, eltex gear, or prestige armor and have none of those things.  I'll add it to the tracker.
