I remember reading that a mod had this in their pack, but I looked and saw that it wasn't there. If any one can link me or tell me the name of the mod I'd be very grateful.

Here's the Clutter mod with the trader-summoning-beacon-thing. Haven't tried it myself.
A prison yard is certainly a slightly more elegant solution to Cabin Fever than mine...

I just chop their legs off... legless prisoners don't suffer cabin fever
