Looking for a mod

Hello! Tell me people, is there any mod that adds something like "progression" through different tech levels? Let's say you start as tribals, your tech level is neolithic of course. What i want is to see raiders and traders to also be neolithic. When i reach medieval tech, i also want raiders and traders to be at this level or lower. And all the way like that to the end of tech tree.
