do you realy mean a modpack or just a mod collection ?
A modpack is something like

while collection is just a public modlist.

I don't see any problem to publish a list with the mods in the correct order. Steam has it aswell  (Collection) so no problem there, you don't need to inform the mod Authur.

If you are going to change any data within a mod or multiple mods, you will need to request permission, or just do so and see what happens...
