Try either of these.

Possible Solution 1:
Delete ModsConfig.xml from config folder manually. Unzip ModsConfig.xml (From the modpack) to the config folder.

Possible Solution 2:
Unzip the modpack ModsConfig.xml anywhere
Open it in a text editor
Ctrl+A (select all)
Ctrl+C (copies selected stuff)
Open the vanilla (original) ModConfig.xml
Ctrl+A (select all)
Ctrl+V (paste what you copied earlier selected stuff)
Save the file over the original (make sure to save as .xml, )


How to save as a .xml
1) File-> Save as-> Select document you wish to save(Or name)
2) change "Save as type:" to "All Files"
3) save

Well, I've had a similar issue. But I know the cause, I used a mod called TechTreeMinami when I generated a world, then later decided to remove the mod and created a new game on that world without TTM, this caused factions from the world file to not be loaded as 2 of the factions were TTM dependant. (It also disabled the Comm system for me)

If you open the dev console (Press ` or ~ in-game) and there's any red text take a screenshot (F10) and post it or what it says here.

It's not the most space saving setup, but it is a large setup and kept me powered for the first 2 years (After that I had to use mods to power my base)

It'd be an interesting way to improve performance, but we're getting into pretty advanced organic engineering(?) and at bear minimum there's a price for extra body parts- you'll use more energy and therefore would need to eat more.

I didn't see anything in the configs folder about starting weapons, you can change items through save file editing though.

My personal thoughts on creating new factions is to use a snapshot of old bases from the same world, would be cool to fight your own bases

(I like the general suggestion)

What is "it"? a save file, a save file editor..?

Does the language look like:
<thing> words </thing>

If so, that's XML.

You may also want to compare your colonist coordinates and make sure your not placing your old colonist in a mountain

It helps a lot to have a small firefighting force rather than all your colonist (to prevent them from reserving everything)

Pay attention to their thoughts section, make sure your trying to recruit them (Prisoner tab).

It also helps to have a high social skill warden.
