I want the option for crafting bills to include the option of taking quality into account. For instance, when I say make 5 pants, I want really want 5 pants of normal or better quality and above 60% HP. I am not saying manipulating the outcome, but merely what is considered in the count. So if my tailor makes a poor quality pants it will not count it, but it will still be made.

indirect you can do this.
Get a mod which recycle appareal ability.
Add the bill to recycle all appareal below that you want to have. Or just burn them to ash if you want play without mods.
Add the bill to craft the appareal until you got x.

I made a little mod adding a shift-click to the bill changing mechanic. I can try to add your idea it if you want.

If ur going completely vanilla, then set up a cremator nearby that burns apparel of shoddy quality or lower. Kinda a waste of resources, but unless ur using devilstrand, it isn't much of a waste because ur already overflowing in cloth.

I'd like a way to limit a workshop to particular colonists and see what's in a bill that went inactive after completion.

Not sure it helps but,
In the crafting table you should already have a selection menu that lets you specify the desired quality of whatever's produced, and what materials to allow or disallow, etc.
I think you can also set who's allowed or not allowed to use that crafting table.

that is not true.

crafting Quality is luck% based.

so the slider in the crafting bill to adjust "Quality" doesnt mean the outcome, it just means what Kind of Quality items are used in the crafting process. the outomce is still RNG.


also you can't set up a specific crafter to one table, that is not possible. (i wish this would be a Feature, not a big deal if you have ONE dedicated crafter etc, but if you have 3 crafters all with lvl19 skill it gets chaotic. one starts crafting doesnt finish his stuff, the next one begins another item, so you end up with dozen "unfinished" item, if you dont pay Attention.)
