Ok, i can't 100% say this is a vanilia bug since i use a few mods.
But currently i just use 10 mods, and some of them are just libs or tools (hugslib, modsync, modswitch).
And this happen even before i added Infinity storage, ButchersCanCountMeat.

When the cook run's out of meat, he cook meals/pemmican without anything.
When the bill is set to drop on ground he don't even move.
The produced item's don't got any ingredent lists.

I finaly notice this behavior and got a safegame when this happen.
I disabled most mods (one by one), and loaded these safegame and it still happen.
So i can't narrow it down to a mod.

The archiv contain the safegame, and the nessesary mod files without core

I encountered this behavior as well.

Since my game is heavily modded I really could not pin it down.

But in addition to Canutes observation I had this happening with Vanilla Recipies and Modded Recipies as well and observed it so far with "do-until" or "do-forerever" bills on :

Butcher Tables, ( keeps butchering nothing, produces nothing, produces raw compost from nothing )
Electric Stoves, ( drops modded and vanilla meals without moving )
Camp Fires, ( drops modded and vanilla meals without moving, burns compost from nothing )
Machining Table ( reclaiming mechanoids .. same as corpses )

Camping Butcher Tables ( a smaller copy of the butcher table, same behavior )
Recycle Workbench ( Reclaim, Reuse, Recycle Mod : should reclaim bionics from corpses,
works on corpse but produces nothing )

The only solution so far was to suspend the bill and wait for ressources, or recreate it.
When unsuspending directly, the pawn would return to produce quantum meals from nothing.

Now that you mention Quantum... any chance you are both using any quantum/inifinite type of mods?

I have not seen that behavior in a game with about 40-50 mods, but none of mine are anything that affect storage. Just throwing darts!

[KV] Infinite Storage - B18: 0Harmony(1.0.9.1), InfiniteStorage(1.0.0.0), SaveStorageSettingsUtil(1.0.0.0)
Plasteel Fiber Jumpsuit Mod: (no assemblies)

But these behavior did appear too before i installed Infinite Storage.
Thats why i can exclude it as error-trigger.

Getting this issue as well. Any chance either of you have figured it out?
Based on your list of mods, Canute, the only thing you and I have in common is HugsLib.

Nope, not the first time I encountered the bug.
I use excessively us Skully's Extended Storage. But never had a problem like this before.

I pretty sure it is a vanilla bug or unlikely a bug with hugslib (since this is the only mod we both use).
The only workaround so far is to use "Butch can count meat" and butcher until 150-300 meat so i don't run out of meat.
Because this only happened when i don't got any meat.

I found that my issue was due to a mod called "[KV] Textile Storage - B18"
Every time I built the Textile Storage item, the cooks would cook without materials. Every time I destroyed the item, the cooks would act normally again.

Hope that helps you narrow your issues down.
